Miscellaneous Consular Services

1. To facilitate access to High Commission consular services, applications for the following services may be submitted directly to the outsourced agents.

i) Issue of Birth Certificate
ii) Issue of Marriage Certificate
iii) Issue of NRI Certificate
iv) Attestation of documents after notarization
v) Attestation of Power of Attorney after notarization
vi) Issue of Police Clearance Certificate
vii) Attestation of Driving Licence

2. Applicants may also directly approach Mustafa Air Travel Pte Ltd or Quoprro Global Services Pte Ltd for routine queries relating to passport or consular services etc. In case you need further details or need to meet a Consular officer, the service provider will fix an interview date and time for you to meet the concerned Consular officer in the High Commission. The interview would normally be fixed within 5-7 working days at the latest.

3. You may also directly email the High Commission to fix an interview for a consular-related query at passport@hcisingapore.org. The interview would normally be fixed within 5-7 working days at the latest.

4. Applicants (except where they are minors) are to apply in person at the agents and for services regarding notarized documents.

5. The service provider shall be charging S$ 5 for miscellaneous consular service per applicant as service fee.

Miscellaneous Consular Services

* Only Indian passport holders submitting documents originated from India need to submit at High Commission.

For miscellaneous service the applicant has to fill in Miscellaneous Service form and Sticker Form (Index form) with required photographs along with documents mentioned hereunder for each service.

Police Clearance Certificates (PCC)

  • This is a document issued by the High Commission certifying absence of adverse notice by the Indian police. (Click for details regarding application forms, fees, etc.)

  • Applicant may bring the following while applying for police clearance certificate:
    • The applicant has to come in person with one coloured photograph, Passport and application form(Misc.)
    • Requisition letter from concerned Embassy for migration visa
    • For applicants requiring PCC for employment visa, they are required to bring a letter of invitation or appointment letter.

  • For this service you may apply with the authorised collection centres.

Attestation of Documents

Documents which need attestation by the High Commission of India include power of attorney, education certificates, birth certificates etc. (Click here to find out the attestation charges).

In each case, please ensure that you bring with you,

  • Miscellaneous Consular services application form, duly filled in

  • The original document which is to be attested

  • A copy of the same document for our records

  • Photocopy of your NRIC Card along with the original for verification

  • Photocopy of the first page of your passport, if you are an Indian national, along with the original for verification

  • Applicants requiring attestation on foreign documents such as Singapore passport, NRIC etc. will need to get documents notarized and submit documents along with photocopies (For Individuals)

  • The documents have to be attested by the following authorities before taking them to the agent (For Companies)
    • Notary Public
    • Singapore Academy of Law
    • Ministry of Foreign Affairs
  • For Power of Attorney
    • Indian Nationals
      • 2 coloured photos and Original and photocopy of Power of Attorney
      • Applicant has to come in person
      • Bring original passport for verification
      • Service is only available at High Commission
    • Singaporeans and foreign nationals
      • Get Power of Attorney notarized by a notary public along with photo affixed
      • Bring NRIC or passport along with a copy
      • Service is available with authorised collection centres
    • Documents that are not in English must be accompanied by an official English translation. The applicants can get their documents translated with recognized translators or any gazetted organizations like SINDA, Commissioner of Oaths, and Guajarati Society etc. Please bring Original and copy for attestation of the translated document.

    • In case applicant is not a Indian national or the document is made in a country other than India, the document needs to be notarised by a public notary before submitting with the authorised collection centre.

Birth Certificate/ Registration of Birth

To obtain a birth certificate (Click here for the relevant fee) you would need the following documents:

  • Birth Certificate application form, duly filled in

  • Passport in original along with photocopy of the first page and last page.

  • NRIC in original along with a photocopy

  • Applicant has to come in person for application

  • The High Commission, when issuing a birth certificate to children born in Singapore of Indian parents, will also register the birth of the child.

  • This service is available with authorised collection centre.

Marriage Certificate

        To obtain a marriage certificate (Click here for the relevant fee) you would need the following documents:

  • Marriage Certificate application form duly filled up

  • Passports of both the spouses and photocopies of the same

  • Documentary evidence of marriage like Wedding Card, Affidavit from Notary public or any gazetted officer in India

  • Applicants have to come in person to apply for Marriage certificate

  • Before applying for marriage certificate the spouse name is to be included in the passport

  • This service is available with authorised collection centre.

Affidavit

To obtain an Affidavit to apply for a passport for child in India you would need the following documents:

  • Affidavit forms duly filled up in duplicate

  • Original Passport and Identity card of Applicant

  • Copy of Birth certificate of the child

  • Applicant has to come in person

  • This service is available only at High Commission.

Driving License Confirmation letter

Please note that the High Commission will issue a confirmation letter only after satisfying itself about the authenticity of the documents produced before it.

To obtain a Driving License Confirmation Letter (Click here for the relevant fee) you would need the following documents:

  • Requisition letter from driving centre/pink form endorsed by Land Transport Authority(LTA)

  • Passport and license original (both International and Indian) and photocopies of the same.

  • Applicant has to come in person for submitting application

  • Applicants may use birth certificate form to apply for confirmation letter which will be issued after scrutiny of the license.

  • This service is available with authorised collection centre.

NRI Certificate

To obtain a NRI Certificate (Click here for the relevant fee) you would need the following documents:

  • Applicants have to bring employers letter mentioning period of stay in Singapore(Issued not less than 6 months) or Singapore Blue NRIC

  • Original passport for the evidence of FIRST ENTRY into Singapore

  • Applicants need to have resided in Singapore for more than 6 months to obtain NRI status.
